And as I said earlier in my (unfortunately top-posted) message, this
could be easily fixed by something like
perl -i.bak -lne \
'print;print if \!/^\#/ && s/\bBUILD_DEPENDS/RUN_DEPENDS/g' \
/usr/ports/Mk/bsd.gcc.mk
