 Spotted 2 problems:

 1) There are port options for OpenSSL and GnuTLS, those libraries
implement same thing - TLS & SSL protocols and claws-mail can be linked
only with one of those so choosing both in menu will not do intended
thing.

 I suggest to include SSL support without option (this is needed and
shouldn't  be an option) and WITH_GNUTLS option would link to
libgnutls instead. That`s just my 2 cents.

 2) pkg-config file is installed in different place on my system:

[root:~]# pkg_create -b claws-mail-3.1.0/
tar: libdata/pkgconfig/claws-mail.pc: Cannot stat: No such file or directory
pkg_create: make_dist: tar command failed with code 256
[root:~]# ls -l /usr/local/lib/pkgconfig/claws-mail.pc
-rw-r--r--  1 root  wheel  370 Nov 26 19:40 /usr/local/lib/pkgconfig/claws-mail.pc
