error in step 2 of the automake update

Hello i am trying to update my ports.
 
i did read the UPDATING
 
step 1 did succeed 
step 2 errors out with the following error
 
configure: error: Autoconf 2.52 or better is required
===>  Script "configure" failed unexpectedly.
Please report the problem to ade at FreeBSD.org <mailto:ade at FreeBSD.org>  [maintainer] and attach the
"/usr/ports/devel/automake16/work/automake-1.6.3/config.log" including the
output of the failure of your make command. Also, it might be a good idea to
provide an overview of all packages installed on your system (e.g. an `ls
/var/db/pkg`).
*** Error code 1
Stop in /usr/ports/devel/automake16.
*** Error code 1
Stop in /usr/ports/devel/autotools.
 
Then i decided to delete all auto* tools and reinstall autotools
it then error out with the same message!
 
I do not now if relevant but these are the ports on my system that needs updating
