More or less. There is a world of difference between 'recorded' and 
'collated'.

Every server you ever download anything off is likely to keep logs of 
the event for an unspecified period. This doesn't mean that all these 
event logs are all getting kept in one central location and counted, though.

Personally, I would have no issue with contributing information to such 
a scheme, but I would respect someone elses right to not be a part of 
it. Also, opt-in or opt-out makes no difference to me; so long as there 
is a choice, I am happy.
