updating without connection

Hi.  I have a few dependancy problems with wine and cups.
I do not have a connection and am trying to download tarballs
via my sisters computer (Windows XP - gasp!), burning onto
CD and copying to /usr/ports/distfiles.  
Is this procedure documented anywhere?  
Will buying the PowerPack solve my problems?
When I originally installed v5.3 I selected ALL
ports/packages, so why do I still have unresolved dependancies?
