Error in mail/prayer (ports)?

The mail/prayer ports gives libc-client4 (in mail/cclient) as 
BUILD_DEPENDS, but since one of the prayer binary is dynamically build 
against the cclient it should also be a run dependent and registred as 
such, shouldn't it?
