Headsup: resetting of eik's port maintainerships

Unfortunately it seems that eik has dropped out of the FreeBSD project.
Some weeks ago, the portmgr team agreed that it was time to reset the
various maintainerships.  So the following ports are now available for
adoption.

However, note that, as a courtesy, portmgr would like to review any
prospective maintainers for sysutils/pkg_install-devel and sysutils/rc_subr,
especially since the latter is such a key piece of infrastruture.
