Mike,
this port is not being maintained by anyone, as you can see
in the port's Makefile (the maintainer is set to the list
<ports at freebsd.org>).
Perhaps you can volunteer and maintain this port? Even if
you don't want/can't take maintainership, the update you are
suggesting is pretty simple, so you can submit a patch using
send-pr(1). This way, it won't get lost and a committer will
eventualy update the port on the repository.
Need more help? (Apologies in advance if you already know
this, but it might be helpful anyway to have it in the
archives):
cd /usr/ports/x11/xbanner
cp pkg-descr pkg-descr.orig
[ now edit pkg-descr and change the URL to the new one ]
diff -u pkg-descr.orig pkg-descr > pkg-descr.diff
send-pr -a pkg-descr.diff
[ fill the PR with appropriate values: category=ports and in
this case the priority/severity can be set all to low; ]
