It is somewhat magic. There is one sequence consistently leading to this 
problem (not a real, but really confusing):

make rmconfig
make clean
make

When I do

make rmconfig
make clean
make config
make

this error did not show up. Weird.
Actually it is not error, there is nothing to build, just a trouble for 
unexperienced user.
