License issues (e.g. mod_throttle, mod_watch)

Hello,

Would adding LICENSE= to port Makefiles help?

If I wanted to find the license of a port without downloading the 
tarball it would be easy.

This could be extended by having a check, if I don't accept the license 
then it won't install the port.
