What is the best place to install additional icon sets?

What does ${LOCALBASE} means on the important Linux distributions? Does
it translate into /usr? If yes I would vote for
${X11BASE}/share/icons/<icon_set_name>/ as it fits into our view of
things and IMHO into the Linux POV too.
