maintainership query

| What is the procedure for taking maintainership of an inactive port?

Send a PR with a patch + include changing the MAINTAINER line to you.
If the port is currently maintained by ports at FreeBSD.org, someone will
commit the update and change you to the maintainer.

If there's actually an inactive maintainer listed, you should Cc: them
in the PR.  They'll either respond saying "ok, Tim can have maintainership"
or in 2 weeks it'll be a maintainer timeout and somebody will be able to
commit it.
