QoL improvement

Small quality of life improvement for :

- pkg-message.in : bitwarden_rs to vaulwarden update notice should be removed
in future updates, but can help some users to transit to the new port name
Inform the user they have to start the service to make it works 

- vaultwarden_conf.in : Inform the user that the information given in this file
may be overridden by config.json
