patch for x11-themes/kde-icons-noia (version 2)

OK I got tripped up by an apparent recent change in the
ports framework. So while the previous patch worked. It
was simply masking the problem. This patch addresses the
problem and *correctly* sets the LICENSE as intended by
the LICENSE framework, and assignd me as MAINTAINER.

Changes
Makefile (LICENSE, LICENSE_FILE, MAINTAINER)
Makefile.icons (adjusts a conditional wrapping LICENSE)

Builds/Works as intended on 12/amd64 13/amd64
