update to 1.16.1

update to 1.16.1

* makemkvcon doesn't seem to require CXXABI_1.3.9 in libstdc++.so.6 any more,
  so drop building a whole toolchain and just use the compiler from
  linux-c7-devtools. This also gets rid of unwanted runtime GCC dependency.
* update statically linked ffmpeg to 4.3.2

Build tested on 11.4-i386 and 12.2-amd64, functionality of the 12.2-amd64 build
confirmed.
