Hello.

Not the first time here but I hope I found something real this time:

# /usr/local/sbin/dhcpcd -d -N
dhcpcd-9.4.0 starting
chrooting as _dhcp to /var/empty
sandbox: capsicum
main: eloop_start: Not permitted in capability mode

# uname -a
FreeBSD xxx 11.4-RELEASE-p7 FreeBSD 11.4-RELEASE-p7 #0 r369258

Only can see that on 11.4 release and not on 12.2-STABLE.
