patch to update two ports

- Update two ports sharing the same distribution:
        3.8.1 -> 3.10.1 (major stable release)
Changes: https://github.com/openxpki/openxpki/compare/v3.8.1...v3.10.1
- Update git submodule openxpki-config 3.6 -> 3.10

- "portlint -AC" gives non-relevant warnings.
- "portclippy Makefile" is happy.
- "rclint -v files/openxpki.in" gives non-relevant warnings.
- Tested with:
12.2-RELEASE-p3
pkg 1.16.2
poudriere 3.3.6
perl 5.32.1
openssl 1.1.1h
ssl=base
- During build, non-relevannt warns are issued about possible redundant use of 
modules from perl core.
