Update ircu to u2.10.12.19

Update ircu to u2.10.12.19.

Fix master site due to move from sourceforge to github - doesn't seem to follow
standard github location, so manual path added to the rolled tarball from
undernet coder-com.

Also build with GCC rather than clang to fix broken builds (segfaults when
running table_gen) - I don't like pulling in GCC but better than no build.
