Working Makefile for aarch64

I got this port working on aarch64 on my rk3399 board using 13.0-RELEASE using
the attached Makefile. I had some issues on -RC1 with the linker but it seems
fine on -RELEASE with just adding the arch configuration and copying the amd64
makefile.
