After upgrading nginx-devel-1.19.3_2 to nginx-devel-1.19.3_3 those four files
were missing:

fastcgi_params
mime.types
scgi_params
uwsgi_params

Downgrade to nginx-devel-1.19.3_2 fixed the issue.
