Patch file modifying the MAINTAINER field

Good evening,

The current binutils port version (2.33.1) is now over a year behind its
upstream counterpart (2.35.1), and since this port currently lacks a
maintainer, I would like to volunteer myself to take over this responsibility.

Attached you will find the patch containing the edit to the maintainer field,
as specified in the contribution documentation. This patch does not contain the
version upgrade, as I thought it prudent to await further guidance before
moving forward.
