I concur. All services *must* include an rc var of
_ENABLE||_DISABLE
meaning... that any script installed to ${LOCALBASE}/etc
*require* an xyzservice_enable=(yes|no) in /etc/rc.conf
any script not following this standard should be marked
BROKEN
