I suspect the ARP issue may not be related to the vether(4) module/interface (
and goes beyond this PR )

My use case for vether is routing from VALE/netmap switch to external network
(stack) for bhyve VMs:

This is a more efficient network compared to bridge+tap.
Also use case relevant to jail + VALE/netmap.

g20201111 work fine for me with FreeBSD 13-CURRENT
