On a FreeBSD 12.2-RELEASE, creating or updating a 12.2-RELEASE jail causes the
"awk: can't open file /sys/param.h" error message:

# poudriere jails -u -j 12_2amd64
[00:00:00] Upgrading using ftp
/etc/resolv.conf -> /poudriere/jails/12_2amd64/etc/resolv.conf
