${PREFIX}${EMACS_LIBDIR_WITH_VER}/etc/schema/schemas.xml is used for nXML mode
to decide which schema file should be used for specified XML file. When
upstream updated Org to 9.3, most lines of this file are removed by mistake.
This is obvious regression from 26.3. It was fixed in master branch of upstream
git repository and also merged to emacs-27 branch. So apply upstream patch to
this port.
