Makefile patch with updated nginx version.

Now that nginx version was bumped up to 1.18.0, we need to update the module to
match it.

You will get this otherwise:

nginx: [emerg] module "/usr/local/libexec/nginx/ngx_http_modsecurity_module.so"
version 1016001 instead of 1018000 in /usr/local/etc/nginx/nginx.conf:7
