Patch to update py-borgmatic from 1.3.26_1 to 1.5.1

Patch to update py-borgmatic from 1.3.26_1 to 1.5.1.

I've searched the project repository for new files that would contain
references to '/etc/borgmatic' other than the one already present in the
'post-patch' section of the Makefile and didn't find any.

This was tested by creating a borgmatic config from scratch, making a backup to
a remote repository and restoring it locally.
