patch to update the port

- Update 1.28 --> 1.30
- respect move of upstream to GH
Changes: https://github.com/mrscotty/connector/commits/master
- "portlint -AC" gives non-relevant warns.
- Tested with:
        12.1-RELEASE-p6 amd64
        poudriere 3.3.4
        perl 5.30.3
        pkg 1.14.4
- built-in perl tests in a clean poudriere jail say: PASS.
