netcdf-fortran.diff

Needed to unbreak build with GCC 10.

This also updates netcdf to 4.7.4 since it is required by netcdf-fortran-4.5.3.
Build tested in Poudriere on 12.1 amd64 but consumers untested. science/netcdf
consumers will need at least a PORTREVISION bump for the soname change.
