www/redmine4-issue_templates's shell archive

This port forked from www/redmine-issue_templates.
So please commit after 'svn cp www/redmine-issue_templates
www/redmine4-issue_templates',
and after commit a bug fix from bugs#244396.

According to redmine-issue_templates release notes[*], it is supported
following Remine version.

- v2.x and before = Redmine 3.x (www/redmine-issue_templates)
- v3.x and after  = Redmine 4.x (this port)
