SHAR archive of version 0.1.0

Initial port of my FreeBSD checkrestart workalike, similar to that found on
Debian and OpenBSD - a tool to find running processes using stale executables
or shared libraries.

Passes portlint, stage-qa, and poudriere testport on amd64 and i386.
