[PATCH] net-mgmt/resource-agents: update 4.1.1_2 to 4.4.0

net-mgmt/resource-agents: update 4.1.1_2 to 4.4.0

  while here, adopt the port;
  fix how its v= (VERSION) is detected;
  add LICENSE_FILE;
  patch against wrong use of 'md5sum';
  /etc/cluster is under LOCALBASE.
