I was able to test this prediction now.

unbound-1.13.0, built without deinstalling unbound-1.12.0, will cause this
problem.

unbound-1.13.0 built in the environment where unbound-1.13.0 is installed does
not cause this problem. This is probably because the
/usr/local/include/unbound.h installed by unbound-1.13.0 is used.
