importing numpy fails with the following error:

Original error was:
/usr/local/lib/python3.7/site-packages/numpy/core/_multiarray_umath.so:
Undefined symbol "cpowl at FBSD_1.5"

freebsd version: 11.2-RELEASE-p15

the error occurs in a jail
python3.7 and py37-numpy (as well as their dependencies) were installed using
`pkg install` with the latest packages
