py-matrix-synapse: update from 1.17.0 to 1.18.0

This patch updates net-im/py-matrix-synapse from 1.17.0 to 1.18.0. This release
contains, as is usual for synapse, a mix of feature bugfix changes, with a full
log of changes being available at [1]. The patch for the port itself is a
simple version bump.

portlint: "OK" (3 Warnings, none new)
testport: OK (poudriere: 121amd64)
do-test: OK (Ran 1127 tests in 385.813s, PASSED (skips=5, successes=1122))

I've tested the resulting package on my own homeserver, and things have been
running fine and look stable. :)
