patch to update misc/wmweather+ from 2.17 to 2.18

This is a minor update with some corrections.

The changes in sources against version 2.17 are:

* (GCC10) Avoid unused return value from write() by switching to fwrite()
* Fix for -fno-common being the default now
* Don't auto-generate date in manpage (Debian doesn't like)


The ports changes are
- Change to version 2.18
- Move libwraster.so:x11-wm/libwraster from OPTION to LIB_DEPENDS
- Move WRKSRC within Makefile
- SED wmweather+.1 instead of wmweather+.1.in


Tested on Poudriere (11.3a/i, 12.1a/i, HEADa/i), 'portlint -AC' seems happy.
