patch for Makefile

Broccoli is deprecated in versions 2.6 forward with broker being the new
default. (See:
http://mailman.icsi.berkeley.edu/pipermail/zeek/2018-November/013777.html)
Broccoli's dependency on python 2.7 causes build conflicts in some
environments.
