Can we revisit comment #3? 

Have we solved the underlying scalability problem of "USES=autoreconf" being
incompatible with NLS disabled?

The thing is each and every port that USES=autoreconf would (back then) require
workarounds for the NLS=off case or else fail to build.

This doesn't scale well in my book.  That's why I was proposing to fix the
framework instead.
