Move 1.8.1 to meson

After seeing jsoncpp failing with scons 3.x I saw opened PRs trying to update
it I decided to find a quick fix here and would like to share it.  This change
makes it to build with meson keeping includes path and adding libraries
symlinks to current files so dependent ports are not affected.
