databases/grass7: Update to 7.8.1

 * Update to 7.8.1
 * Use python3
 * Use wxPython40 for python3
 * Remove bash dependency. You can use any shell.
 * Remove some workaround in post-install (for / touch files)
 * Alphabetize USES and OPTIONS
 * Replace XX_configure_on by XX_configure_with as possible
 * Clean installation (remove __pycache__ and db.test)
 * Remove <foo> (fix build problem on <version> <arch>)

QA:

  * portlint: OK (looks fine.)
