net-mgmt/prometheus2: Update to 2.8.0

This patch updates net-mgmt/prometheus2 to version 2.8.0.

This is mostly a bug fix and enhancement release with two changes to be aware
of:
  - A behavioural change to how the TSDB retention works when specifying size
based retention
  - A rename of a TSDB storage related metric
