diff of the old port and the new port

I would like textproc/chkascii to move up a version. The newer version supports
Cygwin too.

Attached is the diff of the old port and the new port.

The following are available too if needed :

1) poudriere log of the new port's testing
2) portlint log of the new port's testing
3) shar archive of the new port.
