Unified diff to restore the port

net/pecl-mosquitto was removed due to PHP 5.6 being EOL.  However version 0.4.0
can run on php 7.x.

I did some local tests on 12.0-RELEASE with all three current version of PHP
(7.1, 7.2, 7.3) to make sure it works.
