[PATCH] sysutils/py-borgmatic: move borgmatic's default config dir to ${PREFIX}

[NOTE]: new entry to be added on UPDATING (present on patch file already):

  20190705:
    AFFECTS: users of sysutils/py-borgmatic
    AUTHOR: egypcio at FreeBSD.org

    The default location for borgmatic's configurations changed. We moved it
    from '/etc/borgmatic' to '/usr/local/etc/borgmatic' in order to follow
    recommended standards used on FreeBSD.
