Patch to update security/py-zxcvbn to 4.4.27

I am preparing a new port that depends on zxcvbn and noticed, that an update is
available. A patch updating the port from 4.4.26 to 4.4.27 is attached.

portlint and poudriere testport are okay with my changes.

Cave: The download link on pythonhosted.org is somewhat scary
(https://files.pythonhosted.org/packages/d0/a0/e232b0685e7dcc0ea3bbe1d5a749b2bc96b33ac1b4665f6e9bbeb9709da2/zxcvbn-4.4.27-py2.py3-none-any.whl).
As I couldn't find out to handle this in a sane way, and as I couldnt find out
how to handle whl-files using the ports system, I decided to fetch the distfile
directly from GitHub. If you know a better way to handle this, please let me
know :)

Best regards,
Tobias
