astro/xtide: update to 2.15.2

Update astro/xtide to 2.15.2.

These release fixes two bugs and prevents software rot.

While here:
- Update MASTER_SITES to follow upstream migration from ftp to https
- Add missing dependencies
- Reorder section blocks to pet portlint
