multiple improvements for netdata

A few fixes that this patch brings:
- unbreak python plugins, couldn't execute python.d.plugin which caused that no
monitoring files from python.d would work such as nginx, unbound, etc.
- remove trailing white space in pkg-descr
- let shebangfix do something
- make PID file configurable through rc script
