    Update fallback version number to `2020.0.0-alpha1`

    When git tags are not available, fallback to `2020.0.0-alpha1` version.

1. Delete shells/ksh93
2. svn copy shells/ksh93-devel to shells/ksh93.
3. Change the tag to 2020.0.0-alpha1.
4. Commit.

This resolves many issues as documented on github.
