This port needs USES=compiler:c++11-lang, while here I also add
USES=localbase:ldflags.

To build with GCC 7, a patch is necessary (from
https://github.com/hacker/libopkele/commit/00cf4285fb0539873754f23a654b9cd13ae29af4).

Tested on powerpc64 and amd64.
