NO_PACKAGE triggers the warning:
> WARN: Makefile: "NO_PACKAGE" found. do not forget to update ports/LEGAL.

Restrictive LICENSE_PERMS should also trigger such warning.

Example: science/atom

Further, under r478966 portmgr@ said that NO_PACKAGE is obsolete, and is now
handled by the license framework. You may want to warn that NO_PACKAGE should
be replaced with LICENSE_PERMS=no-pkg-mirror.
